I've been offered a 17 rem with an 18" barrel that being in the UK I will run with a mod on
Is this too short for a 17 rem to get the best/enough out of it?

Of course it's too short to get the best performance a 17 Rem can offer.
But certainly you can get enough to really enjoy the cartridge. With light bullets and fast burning powder you should do fine.

I suppose the other way of asking the same question is how sensitive is the 17 Remington to barrel length at 18" Will it still reach 4000fps with 25gr bullets?

While not my choice of barrel lengths for a 17Rem, I would not turn down a free rifle.
Work up a few loads and find what works for you and enjoy.

I seriously doubt you can reach 4,000 fps with 25's in and 18"

First, I would take the rifle and give it a try. I use 15" barrels on my 20 VT and 20 Practical. My longest PD hits are between 350-400.

Will be interesting unfortunately will have to wait for the police to give permission for the transfer
