11mm rings

I have an older 22lr that i am trying to mount a scope on. I have the elevation all the way up and still have to use the last dot on the cross hairs as aiming point. I have had three different scopes on this rifle with no problem. This scope is a bushnell 6x24 dusk to dawn. Is there a set of rings with elevation built in. This rifle is not drilled for a base. Been looking but can not find any. Any help would great. Thank for any help and your time.
