Colorado has changed some of their license stuff. Now, you have to set up a new account to purchase any license this year, even if you have an old account. All purchases must be online, or by phone. You must have an email address, either way.

The good news is that you no longer have to pay for the license, up front.
If you draw a tag, you will get an email when you fees are charged to your listed credit card. Failure to pay up, you lose your license AND any preference points you have accumulated.

Application deadline is April 3. Draw results posted June 4-8. Deadline for payment to be made is June 20. If there is a problem with your credit card, you will get an email advising you to update your card info or pay at a CPW location.

Same for all big game animals. Unfortunately the point creep is going to be crazy for Sheep, Goat, and Moose now that people don't have to pay for the tags upfront.

Yes it's going to get bad but it was not cool you couldn't at least use a credit card cause I could only afford one species so I'll take part in the point creep applying now for all!

Its right there under the Whats New at the beginning. Direct Copy and Paste

LICENSE FEES NO LONGER DUE AT THE TIME YOU SUBMIT YOUR DRAW APPLICATION: Instead of paying the license fee up front when applying, you will now ONLY pay the $3 application processing fee, per species. If you are 18–64, you will need a 2018 Habitat Stamp ($10); one will be automatically added to your application if you haven't purchased one already. You will be charged the license fee and Wildlife Education and Search-and-Rescue fees ONLY if you receive a license from the draw. The preference point fee will still be charged if you are unsuccessful in the draw and do not meet the exemption criteria (page 6).You'll need to enter credit card information in your account, to be kept on file for payments. See page 6, APPLICATIONS & PREFERENCE POINTS, or go onl

Does this mean you purchase preference/bonus points without paying for the full tag amount up front?

You don't pay up front but you need have CC# on file and you'll be charged after draw. There is code use for first choice preference point and 2nd/4th choice be for game tag if you draw. The draw code for preference point hasn't change it's same as last year
