I would call the Sheridan office of WY G&F and ask to speak with the warden or biologist for area 22. I hunted 21 a couple of times and spoke with the biologist for 21 he was very helpful. The same guy most likely has unit 22 under his domain. They usually know all the landowners and which ones might have the best hunting. Good luck!
