Which tweak should be next?

He can find best seating at any range.
He's not tuning the load yet.

There are 3 separate and distinct phases of load development.
1. Prerequisite. Primers striking, bullet seating, case forming & sizing, annealing plan, bag/rest/balance, etc..
2. Powder Development. This is OCW, hot precision, or cold bore accuracy, etc.
3. Barrel Tune. Either with a barrel tuner, or departing from OCW with a ladder/ILD for tightest precision at a set range.

Nothing is range specific until barrel tune.
 
I get it…and I agree with you, really…. I guess I feel willing to put in a little more testing? The other side of the coin is, if sub-MOA holds at 5-800 yards, I'd be plenty happy. Sometimes I get too caught up in that "5 rounds/1 ragged hole"…I guess part of me would like to do that just once!!

Ranges at which this gun will be used (on game) on a yearly basis?

Lastly, like many others I'd go .40 and deeper, maybe try another powder.

Once you get one that perks, then go and shoot 3 groups and see if it holds true
