He does say that higher muzzle velocity will slightly increased hit percentages. "basically, for every 4 inches of barrel length between 18 inches and 30 inches, this particular combination produces 100 fps more velocity which translates to about 2% increase in hit percentage at 1000 yards, and 4% increase in his percentage at 1200 yards."
