Pentax Scopes - question

I know that they are inexpensive but 4 MOA of parallax seems unreasonable. Shooting buddy loaned me one to try.

Passed all tests except for parallax.

What's the odds of him getting a "good" one"?

Which model?

I had a Gamekeeper 3-9x40 on my 243 until 3 weeks ago. I could shoot cloverleafs at 100 yards but 4-6 inch groups at 200 which really confused me. I finally figured out that the parallax on it was horrid at 200 yards as I watched the crosshairs move all over the target one day at the range, and then swapped out the scope for a Bushnell 3200 with parallax adjustment.

Probably fine for 100 yard slug guns but that's it.
