OTC Muzzleloader Elk tags, where would you go?

Trying to make a back up plan, if I don't draw an archery tag this fall .

If you were bound and determined to hunt elk this fall, and muzzleloader elk, where are you going for an over the counter tag with reasonable elk numbers?

Nowhere that I'm aware of. CO you could try for a leftover but all MZ elk tags are draw. Utah you could take your chances on getting an any bull tag. ID you could apply for a muzzy tag still.
