NewB question

I inherited a muzzleloader and was looking through the powder, caps, bullets.

The bullets have a scaling or something on them. I am wondering if this is normal, It feels like ash. A wipe and it comes off. These are probably 15+ years old.

Are these safe to shoot?

Happens all the time on lead balls when they have been sitting around for a while. Wipe them off or don't and shoot away.
