Seekins would get my vote. I have a PH1 in 6.5prc and a PH2 in 28nosler and they are both hammers. The VX5HD is a descent scope but I prefer the Zeiss V4 in that price range. Never owned a VX6 but if I were spending that kind of money I would be looking at nightforce, you can pick up some great deals on used NF here if you watch the classifieds closely, the good deals don't last long.

I haven't had experience with full Proof rifles but have 2 with Proof barrels and both shoot factory ammo incredibly well so that's what I'd go with if you can afford it. I've read great things about Fierce and Seekins too so if budget is much of a concern I don't think you can go wrong.
