I have a REM. 223 700 BDL and in side the loading box there is a piece of metal that shortens up the area may be 3/8" or so. Almost every time I put shells in it the back of the round lands on top of it. The question is, can that be cut out or does it need to stay?
 
It needs to stay, it's made into the .223 magazine well. It keeps the shells and follower pushed forward for better feeding of those cases. Unless you make it into a single shot, i wouldn't mess with it.
