Measuring barrel length

Do you measure a barrel from wher it mates to thr recoil lug to the muzzle end?

NO

Very carfully insert a cleaning rod in the muzzle and touch the boltface,
Mark the rod at the crown, remove and measure the rod from the end
to the mark.

The reason it's measured this way is because different actions have
different tenon lengths, some have recoil lugs and some recoil lugs
are biult on the action.
