load development ?

So as a somewhat novice long range shooter I have a question about load development.
I've read both stickied threads about ladder testing and getting the most from your bergers.
I am correct in assuming one would want to run the COL variation test first and then using that measurement run a ladder test then refine both from there?
Is there anything else I should try or consider?
This is for a 7mag with 168 VLDs.

I 'think' you got it right.
I find best seating during brass fireforming, and with fully formed cases matching in H20 capacity, I run a 300yd ladder.
Then with the best in my powder adjustment, I tweak seating slightly to shape grouping.

If things seem a wreck from the git-go, might as well look at primers and striking of them. This is a huge abstract..
