IMR4166 problems?

I've been trying to get IMR4166 to work in my 308. I can get .7moa grips with H4895 & XBR8208 but cannot get 4166 under 2moa. I have tried everything: seating depth in .02 increments over a consistent load, Different loads and different bullets-155grAMAX and 155gr Berger hybrid targets.
Has anyone been successful with this powder?

BTW: the reason I am using it is availability compared to the other 2...

I got one load to work quite well in my Model 70 featherweight in 308. This load shot as good as any thing I have shot out of this gun. Lapua cases, 165 Hornady SP, WLR primers, 43.0 grains of IMR-4166, COL, 2.80. I have not put this load across my chronograph as on yet but I was able to get a 3 shot group of 2/3 an inch at 100 yards. I think I can do better with a little work.

Thanks for the input. I got some 168gr AMAX last night so will try that. I'm stumped so far and feel like I am wasting bullets with this powder...
