How To Ship Hazmat Items Powder Or Primers

Anyone know what I need to do to send Powder or Primers to a friend.
Picked up some for a fellow LRH forum pal how can I send these items..

+1, not worth it. Easier to organize a LRH bucket brigade to get it there!

Could be wrong but I believe you can go to your local UPS, not a UPS store but a UPS actual terminal and ship haz-mat there. There is paperwork involoved and a fee but I think it's doable.
