Hornet velocities for an AR-15?

Has anyone ever worked up a load for an AR in .223 for a 40 grain bullet at Hornet velocities – that would cycle the action? On the Hodgdon site, the lowest starting load velocity for a 40 gr bullet is 3147 fps for all powders listed. I'm looking for a quieter load without using a can in the area of 2600/2700 fps for the 40 gr. Hornady V-MAX bullet! Any ideas?
