Help me ID this action?

This is a rifle that was put together for my grandpa. We always thought it was on a rem 40x short action. That does not seem to be the case.

It is chambered in .240 wby, but is almost surely rebarrelled. Bolt looks rem 700 like, but the knob is flat and it has a m16/sako style extractor. It does not look like it ever had the standard rem 700 clip extractor. Looks to use a rem 700 trigger and bolt release.

Has 3 action screws, behind the recoil lug, in the back on the tang, and a third in front of the trigger. Solid floor plate. Action opening is 2.800.

Action has no markings on it. Pics below. Trying to get a rail and decent scope to see what it will do. 1:10 barrel so a little limited, but it should be a hammer.

Looks like a factory rem 700 sa that has been milled down, maybe for weight savings. It should take factory rem 700 sa scope bases/rails/mounts.
 
Consensus is it is a 60s or 70s 40x action that has been massaged pretty heavily.

The front face has been cut back by about .3" and the ejection port widened in the front and back. The action was cut flat on both sides. The scope mount holes were relocated, the spacing is still accurate but the overall length is not.

It requires a 2 piece base, but should be able to get it moving from there.
