Has anyone fire formed rifle brass with the COW using rifle powders? Seems everyone uses pistol or shotgun powders, neither of which I have. I do have several half cans of rifle powders I don't mind getting rid of this way. I assume pistol powders are used to create a faster peak pressure, something a rifle powder may not be able to achieve without a bullet.

That's not going to go well. Look up secondary-explosive effect.
I would recommend loading up some suitable loads with the rifle powder you have on hand using published data. You may want to seat the bullets out close to the lands to be sure the brass gets fully fire formed.
