Does pulling a bullet change neck tension?

I was seating some bullets for some load development (bullet seating depth) and a couple got seated a couple thousands deep. I used the hammer type bullet puller and gave them a mild wack to pull the bullet out just a little so I could seat to the correct depth. Does that change neck tension enough to worry about?
 
if you were to remove the bullet entirely, then yes, it does cause a change in neck tension, you are essentially using an expander, in this case the bullet is the expander. just to correct seating depth it's ok.
 
No, the bullet was already used as an expander. The grip holding bullets then is brass springback, and this much never changes again until you size again. You could pull & reseat bullets a million times without affecting the springback set by that first seating expansion.
