Bedding a Tikka T3

I bought a T3 lite brand new last year in a 243. I then bought a Mountain Tactical laminate stock that the rifle currently sits in with a Zeiss Conquest 4.5-14x50 sitting on top in talley lightweights.

The issue that i am having is that this rifle will shoot .25" groups certain days and 1.25" groups the next day. I do handload for this rifle and I know what this rifle is capable of so my question is what bedding would you guys recommend? Should I have it skim bedded or just have the entire action glassed? Do you guys think bedding would solve this issue with the accuracy? The barrel is free floated all the way currently and I do give the rifle a good 5 mins to cool between shots and another 10-15 mins to cool after every 3 shot group as well. Any input would be appreciated.
