I'm not familiar with the Tikka, but the only thing I can think of on a 700 that would push the action up, would be the magazine box. If the bottom metal is thicker, then the magazine box may be riding higher.

Fixed it! The recoil lug wasn't seated correctly. New mount & new scope, ready to go. Thanks for all the info

Make sure the action is properly engaged with the recoil lug. It's quite easy to get them misaligned and quite a common mistake when reassembling.

Thanks to everyone for taking the time to respond. Shooting the gun the way it was might have been a disaster!!
