Atacr 7-35 f2 moart problem?

Just got this scope. Sighting In yesterday I found that at 35x the small hash marks represent 2 moa. At 17.5 they represent 1moa. A local dealer/rifle building business tells me that correct. Nightforce tells me that's backwards, but that's what it is. My 5-25 atacr and several nxs's all show moa at highest power and 2 moa at half power. All my NF scopes are f2 with moar or moart reticles. Comments please from those familiar with these scopes.

Assuming the image gets larger when you increase magnification power while the reticle stays the same then this sounds backwards.

If the image gets larger as you increase magnification does the reticle somehow change?

Operator error. I spoke with a NF tech. The reticle has two sets of values, one for use at 17.5x, and in much smaller print on the other side of the stadia another set for use at 35 power. I didn't really notice those numbers. He said this is the only reticle they sell that works this way. I'd never seen or heard of this before.
