7mm 08 using redding type s matching dies

you're in the ball park . the easiest way I know to get started choosing a bushing is to measure a loaded round , and get a bushing .002" smaller than that . if your loaded round measures .315 then yes a .313 would be a good starting point .
 
I'm using Lapua 7-08 cases and I get about 0.002" bullet tension with a .310 bushing, so my case necks must be thicker than yours. But I agree with the methodology jimbires and the OP described.
 
The bushing is not bullet dependent. It is dependent upon brass manufacturer and whether you turn the necks or not. Looks like you have it figured out.
