7mm-08 160 NPT Load Tuning

Good morning and happy Memorial Day Weekend! Please take a look at the attached target from last week. I am puzzled because my shots have a low std deviation of muzzle velocity - shouldn't most of the shots be landing about the same elevation?

Question 1: why is this load shooting poorly?

Question 2: how could I make it better?

LOAD DATA: 7mm-08 with 22" bbl, 1-9 twist shooting 160 gr Nosler Partition over 45.2 grains of H414 in necksized Lapua brass with Br-2 Primer at 2.80 COAL.

BENCH DATA: I'm shooting on a Caldwell front shooting rest with a big heavy bunny ear rear rest. 300 yard range.

CHRONY DATA:
1. 2708 fps
2. 2698 fps
3. 2710 fps
4. 2704 fps
5. 2699 fps

Greetings bac thks , I'm thinking 3 inch y square , good speed maybe to much ,were you dealing with some rite to left wind , it don't take much ,0r mirage good bullet ,shot them out to 1000 out of my stw bac in 99, they held MOA easy. What size bbl, scope ,is your bench dead steady? Many factors come into play,and then again it can be as simple as to much coffee lol, we all have our good n bad days rite, maybe try another powder different primer , give us more info , thks got a 27 inch 708 myself love it Regards jjmp
