6 arc group

So I was at the range Sunday testing some loads . I have a Ruger American predator gen 2 in 6mm arc . Shot a great group of 10 rounds that you could cover with a quarter ( 100 yards) . Load was :
105 Berger vld hybrid
25.2 gr H380
average : 2035.4
min : 2019.7
max : 2060.4
sd : 13.4
es : 40.7
My question is according to Berger the minimum load of 25.1 gr is 2268 fps and max of 26.3 gr is 2384 fps , why am I shooting so slow ? For reference the gun shoots the 90 grain well but not as good of group they run around 2600 fps average depending on powder used .

Barrel length? Which chrono?

That's pretty slow for a 105. My 20" Howa mini is at 2650 with a 105 black tip (from Midsouth) and lever.
 
LeverEvolution and Varget, for me. BR-4 primers, Alpha brass, 108gr bergers at 2,818 from a 26" barrel, bolt gun. I run them a little slower in a gas gun. Varget is not the fastest but it does provide the lowest SD and best groups in my rifles.
 
It's a 22" barrel and the Athlon chrono . I shoot lever with 90 's also . Cci small rifle primers and starline new brass. Also looking a good muzzle brake the factory one allows for a lot of barrel lift .
