I've got a Remington 700 in 280 AI that will not feed from the magazine. The rifle started life as a 280 in a Rem 700 KS, a blind magazine configuration. Any thoughts on how to resolve this issue ?

Generally speaking, the reason an AI case does not feed is due to bolt timing on the feed lips of the magazine or action.
You need to time where the round 'pops up' so the bolt can push it over the ramp, if it doesn't it will jam up or not 'pop up' as it should. You need to also check a full mag and see which rounds hang up, first, second, third and take note if it's the first round or second round which indicates right side or left side.
Seeing this is a blind magazine, firstly, you need to check if the follower is sitting so that the nose is being forced up by the spring and not down.
If it's down, the follower spring is most likely in backwards, disassemble and turn it around.
If you slowly push the bolt forward, you will see where the shoulder is in relationship with the action feed lips, if it is not coming out of the mag where the feed lips widen, then this is the issue, if it is trying to come out before this point, then massaging/polishing may be necessary.
One question. Does the round slide up the feed ramp or hit the barrel face before it comes out of the magazine? This will give me a clue as to what's going.
