Need some advice on a semi-custom savage for wife

I'd check the mounts although like you I don't think it's the mounts. But check for looseness or poor fitting. They'd had to have some play in order to shift from 1.25" to 3". So check crown and if that looks good then probably/ possibly bedding. If you get a B&C stock get the ones with full aluminum bedding block. I've had the "regular" ones and wasn't happy with them.

I do not see a B and C stock for a savage 10 short action with a normal sized barrel. Looks like they only offer it for long action. Further, I'd need it cut shorter for the wife which I've never done befor.
 
No it was not, but I tried two different scopes on the rifle (not different bases/rings though). I know it is not the scope but it "may" be the rings/base on there at the moment. I will buy new bases and rings first to see if that cures the issue but I doubt it will.
Did Savage shoot at 100 yds? I suspect bases and then the barrel in that order.

Yeah then I'd see if you have a good local smith check it out and do a bedding/ recrown job on it.
