Wyoming mule deer area 40

Me and my brother, hopefully, will be heading out to Wyoming again this year for a antelope hunt. We are hoping to draw the same area we hunted last year, area 21 with 113 as second choice. We were also considering buying mule deer tags for either Region Y or M. Just based on last year's results, Y has a 72% draw success while M has a 100% draw. Both of these areas have opening dates of Oct 15, except a few areas inside those regions. October 15 would be perfect for us since that's the same opening day as our antelope area, and they are both in the same general area.

I guess what I'm asking is, which area is better, Y or M?
Which area has the most public ground?
Which area likely holds the most deer?

Anybody have any suggestions for any unit in Region Y or M that opens on October 15.
