Wyoming Mule Deer

I have a question regarding wyoming and its mule deer population. I have been acumulating points for many years but have not applied for any units because of the supposed below average deer population from winters, predation etc... I was living in MT but due to my wifes illness we needed to move to MN closer to family and doctors. Hopefully we will get to move back out west as MN is not for me. Anyway, i need to plan a hunt and i am fairly confident i can draw most tags in WY for mule deer. Any suggestions on units? I am open to both DIY and outfitted operations.
