Wyoming elk help needed

Ive got a friend who will be hunting Wyoming - Fox Park area. I believe it is unit 9 but not sure. Not asking for honey hole but a general area to find a good number of elk. Any help would be appreciated.

I have hunted the savage run a few times. It is pretty hit and miss for me. Way more moose than elk.
