Using a Burris 2-7x32. Been knocked around pretty good and has held a zero. Kid seems to be able to get behind it easily. Low power is nice for beginner so they can acquire the target.
 
If you could find a Winchester Wildcat I would suggest that, small rifle that would be perfect fit for your daughter. My son just saved up for a 22 and decided on a Savage Mark II. Impressively accurate for the money.
