I have been told not to use a 20 moa picatinny rail and only use a 0moa rail now the rifle being use is for duty use 300 win mag savage 110 with a Vortex strike eagle 3 -18 x44 and will not be shot over 500 meteme.not new to long range but rail choice can be confusing. Any help.

You won't create any issues but you won't need it. The strike Eagle has tons of elevation adjustment internally so you won't run out with or without the rail. Some scopes don't adjust enough, and a 20 moa rail will put you too high at 100 yards to be effective. But you'll be fine either way here

Some scopes have visual issues closer to their adjustment extremes.

So,
1. Do you mechanically need can't to dial to your max distance of use
2. Do you need cant to keep your scope within an operating window to produce the best quality it can.

In your scenario I highly doubt you need either

Scopes vary in elevation latitude - upon centering the reticle then mounting the scope there should be enough elevation adjustment remaining to hit at desired distance keeping scopes mechanical & optical qualities at optimum level. Like don't adjust to minimum spring tension. Like 30mm & bigger tube scopes should not need a 20 MOA rail if ranges are 600 yards or less with relatively flat shooting & common hunting rounds., Look up trajectory of intended load and go from there.
