Standard of Precision

I have been spending the last couple days working up a load for my new rifle. In the process, I have come to learn that mean radius is a much more meaningful measure of precision than "MOA" (a measure of extreme spread). However, I cannot find any reference online espousing an acceptable standard for mean radius. Most claim "sub MOA" or "sub 1/2 MOA" as a good standard for accuracy. Do any of you use mean radius, and if so, what is the minimum goal? (obviously, lower is better!)
