Seating depth and velocity

So, If you start out with a standard .308 and load a 168SMK to mag length, 2.800in you get x velocity. Then you have the opportunity to load same bullet in the same case in the same rifle, but to the lands, let's say OAL of 3.05in. So you've increased the case capacity by moving the bullet approx .250in. Is there any reliable correlation as to how much velocity and safe case capacity will increase given the extra room? Just curious if there was a way to figure ahead of time how much one can gain if you had a barrel throated longer for this purpose.

There is a "rule of thumb" that says you get 2% increase in velocity for every 8% increase in volume.
