Scope Issue

[Trapper 30-30]

I put a Leupold VX II (2x7) on my Savage 99 (250-3000) Adjustments left to right are fine but up and down not enough movement. I was told I need to shim the base, but I have a low set on rings on it. If I were to put a higher set of rings on it would this cure the issue. I was using a Bushnell bore sight also.
Any help would be appreciated.

I wouldn't shim anything if I didn't absolutely have to. If you need more elevation, either 1) buy a new scope, or 2) buy a new base that is canted with 10 to 30 MOA of elevation.

I am not a fan of using shims on guns or optics. Too many things can potentially go wrong or wiggle or work loose.
