1) it's a Remington .308 Win with a bull barrel
2) the muzzle is threaded - it currently has a 3- pronged flash "suppressor" that I only presume is not factory
3) the bolt handle isn't traditional "Remington". It's "sorta" cone shaped.
4) the bolt is extremely "smooth" (slick?)
5) the bolt is difficult to close on a chambered round, i.e. .0" head space?
6) 5 digit S/N RR#####J
7) it resembles Remington's Police Sniper Special (PSS), but there are no markings denoting PSS
8) detachable magazine I presume is "aftermarket"

There is no marking I can find to denote that it is any kind of special "run" or "build"!

Is it:
A) just a bull barrel M700 somebody set up "like" a sniper rifle
OR
B) a PSS or some "special purpose" type weapon

How long is the barrel ? Rem offered an " sps tactical" model with a threaded heavy barrel, "tactical bolt handle", and hogue overmold stock --- i think they came in 16, 20" &22" barrels

I have dug and dug and dug.
I'll have to measure the bbl. Probably 22" to 24".(?)

What I have found out, is that the Rem .308 police sniper special nor their military sniper were not marked in any particular way.
About the only difference is that the stock on the PSS has an aluminum channel under the barrel.
This crazy thing weighs about 20 pounds!
The stock is the proper contour.
The bipod is supposedly factory installed.
Everything points to it.
A buddy wants me to sell it for him, but I'd like to know if it's actually a PSS model. Should be worth about $1k if it is!

Based on the information you have given, and the photos I'm going to go with 'A' . Number 5. in your list of items describing this rifle would concern me.

Iirc, The RR serial numbers were known to have primary extraction /bolt timing issues -- might have something to do with the hard chambering? Maybe?

You need to identify whether it is the original barrel. It should have Remington on the barrel and REP on the right side near the action. Should be a 2 letter date code on the left side of the barrel near the action. Since the paint job matches I would presume it is customer aftermarket.

Bolt knobs are often cut off, threaded and aftermarket knobs attached.

Remington did make special runs of M40 clones and this rifle is from the 2012 -2020 time period. It is likely a clone M40 and factory if it is truly a Remington bull barrel. If the stock is a Hogue Overmold and pillar bedded it most probably started out as some form of SPS Tactical. The Police models had HS Precision or B&C stocks with the aluminum bedding block. There are several models with different barrel lengths of 16 and 20 inches and some threaded and some not. The SPS Tactical did not have bull barrels but were varmint taper.

@cohunt you are correct a lot of the RR actions had primary extraction issues in most cases. The bolt was not timed correctly. I had one of those it did not have any problems with chambering, but it would not extract a case. And I have several customs with very tight headspace, OP can you shed a little light on this rifle? Are you wanting to buy it? Is it something you've already bought? Does it belong to a friend has anyone you know actually fired this rifle?

@wilehunting:
From what I've read, the best indicator is that the police/military models have an aluminum piece (stiffener?) in the barrel channel. The Remington 700, heavy barrel, standard production models don't.
Remington calls the military model an M40 and the police model an M10, but neither one is marked that way.

I think! LOL!

1) No. This thing weighs about 15-20 pounds! I'm 74 years old!
2) No.
3) No, an acquaintance wants me to sell it.
4) Yes, but I'm just not sure the shooter had any idea what they were doing....or what they expected.

That looks like a Rem/HS Precision PSS/Police stock. The grip and fore-end section look correct for a PSS stock. It also looks like someone used some Bondo to mold a cheek-riser.

Now that the stock is reasonably caphered:

1. It's not a factory M40 build, there's no clip-slot on the rear bridge.
2. The bbl contour looks consistent with a factory 700
3. Is the bolt difficult to close on a factory round or someone's reloads? If it's reloads, they might just have neck-sized some brass that really needs a shoulder bump and/or a trim. If it's factory, I'd be looking for a carbon ring @ the chamber mouth.
4. What does the magazine look like, or is there a brand on the magazine anywhere? There are a few options that replace factory Rem hinged floor plate for an AICS pattern magazine. HS Precision also has an option for their proprietary magazine which replaces BDL bottom metal.

My guess would be someone took an SPS Varmint, shortened and threaded the bbl, and dropped it into a PSS stock, molded a cheek-piece w/Bondo, replaced the factory hinged floor plate, and painted the whole works.

Mea culpa!
The photo doesn't show it, but the "cheekpiece" is a "redneck" add-on that is taped in place.
3) factory, my acquaintance doesn't reload.
I don't think the gun has been shot that much.
4) the mags are single stack and the mag port is an aftermarket add-on.
The mags are marked with a stylized "VAY" or "WAY".

I would venture to say that you have a custom build from Remington. I bought two R700s late last year from Bryant Ridge on GunBroker that came from Remington before they moved. I got a 6.5 CM and a 308 Win with that "RR" s/n that is noted for having poor primary extraction timing.

They came in a plain brown box with a lock, owner's manual and a build sheet, which ran about 15 pages of specs and options. There is maybe a page of trigger options and two pages of stocks.

I have a few pics of part of the build sheets that just happen to be on the phone I am using.

Mine came with MDT magazines. There were multiple bolt options.
Things are a tad hectic here, I will look for those build sheets so I can post pictures of all the options to check off - as well as some write-in options.

My 6.5 had a Hogue Overmold and the W308 had a Peak 44 Bastion
