Were the Remington ultra mag rifles built using a special or specific action? Is a standard Remington or Savage Magnum Long Action long enough to be used as a repeater for ultra mag cartridges?

Yes you can.
For best results you should put in a longer mag box to take advantage of the ultra mag case length and longer bullets.
Most folks use a wyatts box or seekins box in a Rem magnum action for the ultra mags.
Savage actons are also very good but not sure about the mag boxes for them.

Savage chambered some RUMs for a few years, there might be factory parts available. I don't think they were made for very long though.
