Rifle question

Hey guys, cabelas has a savage prairie dog hunter for $399. Would this be a good option to start with if I want to end up with a long range bear gun? I know I would have to switch the barrel and maybe bolt face but I wasn't sure if that platform would work.

Also, I really only have a desire to shoot to 600-700 yards so I even thought about getting a factory rifle like a tikka t3 or browning x bolt. Would appreciate the input.
