Reliable smith to make up a Warne rear base

I have a Win70 with the rear bridge that is manufactured too low = scope bases do not sit on same plain with a straight edge, too far off to lap the rings.

Need a reliable smith to make up a simple warne rear base, steel or aluminum anyone have a suggestion?

Simple enough job, I just don't have access to a shop anymore.
