Powder on the case

Shooting at the range today had some case covered with powder back to the rim. Primers show no sign of pressure or blow out Any suggestion on that to look at first. Load was the first step on load development for the gun.
Case is a hornady loaded for the 4th time bullet was a 95 gr v-max powder was CFE-223 @ 40.4 Gr out of a 28" barrel. Not all cases had the blow by on them

Here is a thread on a similar topic where a member had an issue with virgin brass. I think there was also one where the problem occured after multiple firings. If I can find it I will post it. I think the general consensus was to try annealing as a solution.
