NE WY hunt

My Father, brother and i are looking in to hunting lope in NE WY this fall as a celebration of him beating cancer. I have do some research we have no PP and want to get a draw we are Looking at either unit 24, 23, 17 anyone hunting those ares. I know they do not have the public land as in other parts of the state but after looking at draw odds and number of people to apply they looked like the best place to get a draw.
