What barrel manufacturers or distributors if any offer a military discount for barrel blanks?

Most I think do but discount can vary from one to another. Most I've seen range from 15% to free shipping on your purchase. If you find one you like give them a call and they will run it down for ya.

I've actually bought one from them before. I'm considering a Sherman cartridge, and I know they have had issues between them and proof.
