Howa Bolt Fluting... Help!

I'm trying to find a smith who can do the vortex flutes on the bolt of my Howa 1500 LA. I'm in Austin, Texas but will send it out if needed. The most recent smith contacted had his big break and didn't do enough Howas to warrant the cost of replacement. I'd like to stay under $100 for the work, if possible.

Alright, never mind the Vortex Flutes, I just want my bolt fluted.

Any recommendations...?

From what I have seen, anybody who has a tool to grasp a 700 bolt can grab the howa as well. It may not be as good for spiral, but should work fine for straight.
