Heavy Duty tabletop tripod?

I haven't personally tried that but I would say yes. It has 3 different angle settings on the legs so you can use it sitting, kneeling or standing. I can measure the legs in the sitting position and give you the diameter. I should be home in a bit and can send it to you
 
How thick is the bench?

I have this and it's solid

They also make the 3/4" version
Just ordered the 3/4" model with the scope adapter.
Has to work better than my cheap tabletop tripod.

Is it short enough to stand on a concrete bench and use a spotting scope?
So it is short enough to use on a bench depending on the bench height or width. The legs when at 20 degrees are 17 1/2" center to center and 18" center to center. It stands 24" at this setting. Next setting would be 45 degrees and that makes the legs 32" and 33" center to center but brings the height down to 18 1/2" at the ball mount. Next is 80 degree setting and brings the legs to 44" and 45" center to center but only sits 3" to the ball mount. Center to center I measured from the center of the foot to the next foot.
