What velocity difference would one expect to see in a 30" barrel of same caliber, if one case held 99gr water and other 113?

If your talking about the same cartridge within the same chamber, there will be a change in MV but it couldn't be accurately predicted.
If your talking about different cartidges, then it could be estimated with planned powder using QuickLoad.
