Starting with a savage 110 action what would be the suggested build order to come to a fully upgraded rifle?
Do any steps have to happen simultaneously?

Starting with just an action, there's no real 'order' to it. You will have to amass and assemble all the various parts before you will have an operable rifle. that said, I would start with getting a barrel and barrel nut. If there's any metal work that will require a smith, that will take the most time so get the barrel and any work that it needs to have done going.

From there you will need a stock, bed the action into the stock. You will also need a trigger.

While all of these projects are going, you can be researching and ordering rings and bases for your scope.

Basic components are as follows:

Action
Trigger
Barrel
Stock
Floorplate & bottom metal (and internal magazine assembly), or detachable mag bottom metal & mags
Base
Rings
Scope

Work would be:

True action & Bolt face
Thread barrel
Chamber barrel with reamer to specified caliber
Set headspacing
Bed action
Float barrel
Torque it into the stock on final assembly
Install base(s)
Install rings
Lap rings for true fitment
Install scope
Boresight
Pay the smith
Go shoot your new toy...

It will all depend on components. Stocks can take some time to get if they are ordered with specific mods. Barrels will take time for machine work and possibly the barrel blank also. Most of the rest is short amounts of time
