How is it I can push the 140-143 gr bullets faster out of my 6.5 PRC that the 130gr Sierra TMK ? If I want top velocity with 130gr bullet ,wouldn't Re#22,23 IMR 7828 be a good start ? But Hodgens list Retumbo as fastest ?

RL26 will be your fastest MV. RL23 should be fine since it's temp stable and you should achive over 3000 MV.
Try a faster powder.
RL26 will be very fast, but I ran 130s with RL22 last year and got very good velocity if you can't find 26.
N560 will do you good
