Do you also put any loctite on the inside of the scope rings so that their is loctite between the surface of the ring and scope tube?

No, nothing should come between the scope and rings. Do not over-tighten the scope rings, since this can damage your scope. Get the bases as tight as possible, but be careful tightening the rings.
