In NC I would think that would be a Flicker. Don't know if you have them in TX. Google wood peckers of Texas and hit images. I assume you will find him. With that said, could be something exotic. I have killed a Ringed Teal in NC with a flock of green wings. It was wild, and NC wildlife came and took a sample. This was 25 years ago.
I swear it's this bird.......just another illegal?

another vote woodpecker, we've got them just West of you Abilene boys as well, watched them grab corn from around a feeder and run it to a tree for a more hours than I'd like to admit
