Lots down east, but you have to contend with lots of locals.
What does "contending with a lot of locals mean"? I looked into a black bear hunt in North Carolina a number of years ago. The place touted some of the largest black bear around. But...it came with a very high, for us, price tag. If I remember it was like $5000-6000 for the hunt and then $1000-2000 trophy fee for a large bear. From the reading that I did the bears were like farm fed and quite huge due to having a lot of feed. This was a while ago, I do not remember all of the particulars however I do know it was quite expensive. We have been black bear hunting in Maine for a number of years now. It is hit or miss with outfitters, and...as of late it has been a miss for the past three years. A black bear hunt for us is a one-time occurrence per year. The outfitter has to do their job well, be diligent and trustworthy long before we get there to hunt. We hunt over bait, if the outfitter does not start the baiting process two to three weeks before we arrive, the hunt in all likelihood will just be time sitting in the woods, enjoying nature and "thinking" we are black bear hunting. We would love to find a great black bear outfitter, over bait, that is within an 8-12 hour drive from Rhode Island.

My understanding is that Eastern NC is pretty amazing for black bear. But I really don't want to spend thousands of $ on a hunt. I'm a cheap skate lol

Most game lands are "open" and you will find locals that hunt them pretty heavily. They don't like to share, so you may have to contend with locals. I have not hunted public ground in 30 years. I got tired of the BS and just bought my own lands. Got lots of bears and they are more of a nuisance than asset. We keep the numbers down letting kids come shoot a few each year. I have a couple over 500 and one over 650 hitting the feeders every day right now.

We have tons of whitetails up here in Stokes county. Last year I shot 5 in 15 min within 200 yards of each other. They are a nuisance to the soy bean farmers her. And other farmers. We have plenty to hunt I've just never taken or hunted a black bear and I've lived in NC all my life.
That's a bunch of deer. I'm willing to take the 4+ hour drive from Jacksonvile and help with the population control
